If it doesn’t, you can try to connect to a Linux machine if you have one available (Raspberry Pi works) and follow the Linux instructions. If that doesn’t show, I think your device is defective and I would contact the outlet you bought it from for a replacement.

When I connect the device it powers up, but does not show up in the device manager.
what am I missing, or is it a faulty device?

I've had one other user who had this issue. They switched from their own cable to the one we provided. Their cable was defective and worked fine after that.
